Bump [workspace.package].version 0.3.0 -> 0.4.0 and refresh Cargo.lock workspace entries ahead of the v0.4.0 release. `cargo build --bin q2 --locked` succeeds and prints "q2 (quarto 2) 0.4.0". Co-Authored-By: Claude Opus 4.8 (1M context) <noreply@anthropic.com>
